On 16 February, memoranda of cooperation were signed by representatives of the Ministry of Reintegration, the International Organisation for Migration (IOM), regional military administrations and territorial communities regarding the construction of housing for war-affected citizens.
The signatories included
Khotyn and Chernivtsi city councils in Chernivtsi region,
Kolomyia City Council of Ivano-Frankivsk Oblast,
Irpin City Council and Gostomel Settlement Military Administration in Kyiv Oblast.
- The initiative involves the agronomical village council, Ladyzhyn and Khmilnyk city councils
of Vinnytsia oblast, as well as the Starosambir, Drohobych and Kamianka-Buzka city councils in Lviv region.
The plan is to construct around 2,000 apartments, which will accommodate approximately 6,000 people. The main objective of this initiative is to offer affordable long-term leases for housing to internally displaced persons and vulnerable local residents.
The signing ceremony was attended by Vice Prime Minister of Ukraine Iryna Vereshchuk and IOM Ukraine’s Chief of Mission Alessia Schiavone.
“Providing housing for internally displaced persons is one of the key tasks of the Government for many years to come. We are talking about Ukrainian families who have lost their homes. This is a big challenge,” said Iryna Vereshchuk.
The Vice Prime Minister said that the Ministry of Reintegration is developing a Strategy for the provision of housing for IDPs for 2025-2030. Its implementation will require the efforts of both central and local authorities. The assistance of international partners is also extremely important in this context.

The project is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the Kredit Institution for Reconstruction (KfW). Estimated project cost: EUR 72.1 million.
The project envisages the construction/reconstruction of 24 residential facilities in 2024-2025 in the territorial communities of Kyiv, Lviv, Chernivtsi, Vinnytsia and Ivano-Frankivsk regions.
