This issue was among others discussed during a meeting of the Councils on IDPs at the Kyiv Regional Military Administration. It was raised by representatives of the Hansen Mission in Ukraine Charitable Foundation.
The participants were reminded that in accordance with the Procedure approved by the Cabinet of Ministers of March 11, 2022, No. 261, compensation for utilities consumed during the accommodation of IDPs is provided:
- village, town and city councils for municipal enterprises, institutions and establishments of the territorial community. As well as to state educational institutions specified in Article 89 of the Budget Code of Ukraine;
- district state administrations for enterprises, institutions and establishments operating on the basis of joint communal ownership of territorial communities of the district and managed by district councils;
- enterprises, institutions and establishments of joint communal ownership of territorial communities of a region managed by regional councils. State educational institutions referred to in Article 90 of the Budget Code of Ukraine;
- individual entrepreneurs, private enterprises, institutions and establishments located in the respective regions (except for private educational institutions).
At the same time, non-profit public associations and charitable organizations are also involved in the accommodation of IDPs, but the said Procedure does not provide for compensation to them.
In this regard, the Ministry of Reintegration has started work and is already working on amendments to the Procedure for receiving compensation for utilities consumed during the accommodation of IDPs. In particular, in terms of expanding the categories of institutions that will also be able to receive such compensation.
Thus, it is planned to allow NGOs and charitable foundations with the status of non-profit organizations, on the basis of whose property places of free temporary residence of IDPs are equipped, to receive compensation.
