Ukrainians in the TOT will be able to apply for a temporary certificate of a citizen of Ukraine at the request of family members or legal representatives

A significant number of our citizens in the TOT or the territories of hostilities have lost or not received passports.

The government has approved a pilot project that will allow Ukrainians in the TOT to obtain a temporary Ukrainian citizen’s certificate through family members or legal representatives. This means that the document can be issued without the presence of the person in the TOT. However, a family member or legal representative applying for a document on behalf of a person in the TOT must be in the government-controlled area.

The relevant draft law was developed by the Ministry of Internal Affairs. The decision to develop it was made by the Coordination Headquarters for leaving the TOT.

Thus, according to the procedure, a temporary certificate of a citizen of Ukraine will be issued by the SMS on the basis of applications:

  • one of the parents (adoptive parents);
  • guardians, trustees or other legal representatives;
  • one of the spouses;
  • adult child or grandchild;
  • sibling (full or half) brother/sister;
  • an official application from the Ministry of Reintegration.

Issuance of a temporary certificate of a citizen of Ukraine is possible for the following persons

  • persons who have lost their passport of a citizen of Ukraine, but for whom there is information on the issuance of a passport (including a foreign one) in the Unified State Demographic Register or in the departmental system of the SMS;
  • for persons under 18 years of age, for whom there is no information in the Register or in the departmental system of the SMS.

Temporary Ukrainian citizenship certificates will be issued free of charge within 15 working days from the date of submission of the application form.

The ready-made document will be sent to the relevant territorial body of the SMS or the Ministry of Reintegration for transfer to a legal representative or family member.

The representative will hand the document over to the person in whose name the temporary certificate is issued.
