This was stated by Deputy Prime Minister Iryna Vereshchuk during a meeting on the implementation of housing rights for certain categories of IDPs.
Among other things, the meeting discussed the implementation of housing programmes for internally displaced persons. Participants watched a presentation on relevant social projects.
According to the representatives of the State Agency for Youth and Housing, Ukraine has a programme of preferential mortgage lending for IDPs funded by a grant provided by the German Government through the KfW. Under the programme, IDP families can purchase housing at an interest rate of 3% per annum and a loan term of up to 30 years.
During the first phase of the programme, almost 1,500 IDPs were provided with housing. Preparations for the launch of the second phase of the project are currently being finalised.
Since 2022, a pilot project has been implemented under CMU Resolution No. 495, which provides for the social lease of temporary housing on the basis of a free rental agreement. The project is open to IDPs and people whose homes were destroyed as a result of military aggression.
Under the programme, 60 apartments were purchased in four regions of Ukraine: Sumy region – 12, Zhytomyr region – 8, Kyiv region – 19, Chernihiv region – 21.
Also this year, 9 more regional programmes are being implemented to help internally displaced people with housing.
“There should be more affordable housing programmes for IDPs. There are effective cases. For example, the preferential mortgage lending programme. It has really shown its effectiveness, and therefore it needs to be scaled up. To do this, we will work to attract additional financial resources and, first of all, we will address our international partners on this issue,” said Iryna Vereshchuk.
