State aid for family-type children’s homes is described on the website of the Ukrainian Child Rights Network, a long-term partner of the Ministry of Reintegration.
A family-type children’s home is a separate family that takes in at least 5 orphans and children deprived of parental care for upbringing and cohabitation. It is created at the request of a couple or an individual who is not married.
State benefits and assistance for FTOs:
- The authority that made the decision to establish a Foster Care Center provides foster parents with a house or multi-room apartment (if available) on a priority basis. It can also include furniture, household appliances and other durable goods.
- A land plot may be provided for the use of a family-based center. In particular, for gardening and horticulture.
- In case of need, the housing can be overhauled. This is decided by the body that made the decision to establish the ACS.
- Each child receives a monthly state allowance in the amount of 2.5 subsistence minimums, and 3.5 for a child with a disability.
- Foster children retain their previously assigned alimony, pension, and other types of state aid.
- Parents-caregivers of FFCYs are paid a financial allowance. The legislation provides for the deduction of insurance contributions for compulsory state pension insurance for unemployed foster parents for the amount of their financial support.
- Working foster parents are entitled to an additional paid vacation of 10 days.
- There is also mandatory social support at the Center for Social Services.
