The Ministry of Reintegration is taking measures to support enterprises whose assets are located in Kherson, Zaporizhzhia and Donetsk regions

It is about solving problematic issues of foreign economic activity of enterprises whose production facilities are located in these regions.

The issue was discussed at a meeting of the Coordination Headquarters for the De-occupied Territories chaired by Vice Prime Minister Iryna Vereshchuk.

The problem is related to the ambiguous interpretation by European banks of the status of government-controlled settlements in Donetsk, Kherson and Zaporizhzhia regions.

As a result, certain Ukrainian companies face the problem of blocking financial transactions by European banks.

To address this issue, the Ministry of Reintegration has developed a draft resolution of the Cabinet of Ministers on the definition of territories under government control and territories that are temporarily occupied.

The Ministry of Reintegration also sent a letter to the Ministry of Foreign Affairs for further distribution to European countries. It contains a comprehensive list of settlements in the government-controlled areas of Zaporizhzhia, Donetsk and Kherson regions.

As a result, the European Commission’s Directorate-General for Financial Stability, Financial Services and Capital Markets published general recommendations on the EU’s official website, which state that the city of Zaporizhzhia and the city of Kherson are under the control of the Government of Ukraine.

In addition, the team of the Ministry of Reintegration has finalised the List of territories where military operations are (were) conducted or temporarily occupied by the Russian Federation. Namely, a new form in a structured data format (xlsx) was added.

Thanks to the work done, European institutions will be able to receive information on the controlled territories of Ukraine on the agency’s website.
