Financial assistance for internally displaced persons and the population affected by the hostilities is provided under the Response Consortium project. This is stated on the website of the Right to Protection Charitable Foundation.
The Ukraine Reaction Consortium is coordinated by the French NGO ACTED with financial support from the USAID Bureau of Humanitarian Assistance (BHA).
The application is open to individuals/families who have not yet received such assistance from the Right to Protection CF, are not currently receiving it from international organisations and belong to one of the following categories of population:
- IDPs (from 24.02.2022) who live in the Dnipro, Zaporizhzhia, Odesa or Kharkiv regions.
- Victims of hostilities (have personal housing that has been damaged/destroyed since 24.02.2022 as a result of hostilities, or a person who has been injured as a result of shelling/hostilities since 24.02.2022 and is not a participant in hostilities) in the Dnipro, Zaporizhzhia, Odesa or Kharkiv regions.
Applicants must also meet one or more vulnerability criteria:
- a household consisting exclusively of an elderly person or persons (60+);
- a household with three or more children;
- a household with a child under the age of 2;
- a household with a pregnant woman;
- a household with a person with a disability of group I or II.

The amount of assistance is UAH 3,600 per person per month and covers a three-month period. That is, the total amount of assistance for each family member is UAH 10,800.
The financial assistance will be paid in a lump sum for three months to each household member separately to their bank account provided during registration.
Funds for minors and disabled/incapacitated persons are received by their official representatives (parents, guardians, trustees, etc.) upon presentation of relevant documents.
Registration is carried out at special points. All family members must be present and have the following documents with them
- a passport of a citizen of Ukraine or a foreign passport;
- tax number of each household member;
- birth certificates of children (for children under 14);
- a valid IBAN of a Ukrainian bank card to receive payments (a copy or photo of a certificate with the account IBAN details). But not ePidderzhka or eMaliatko cards. It must be a personal hryvnia account (not a sole proprietorship) opened with any bank in Ukraine. It must be valid for at least another six months and be able to accept transfers;
- any documents confirming that you belong to a vulnerable category (certificates, extracts, etc.).
