IDPs whose homes were destroyed in the TOT or in the war zone will be able to apply to the International Register of Damage. This can be done through the Diia app, according to the Ministry of Digital Transformation.
The data from the Register will become the basis for reparations that Russia must pay to the owners of the destroyed property.
It is noted that owners of damaged or destroyed housing can apply to the Register, including those who have
- have a home in the temporarily occupied territories or in the combat zone;
- ownership is not registered in the State Register of Property Rights;
- do not have an act from the local authorities on the inspection of damaged property and have not applied for the eRestoration programme.

Recently, Deputy Prime Minister Iryna Vereshchuk held a meeting and instructed the Ministry of Justice, the StateGeoCadastre and other relevant agencies to develop mechanisms to simplify the confirmation of ownership of real estate in the TOT. This will allow IDPs to enter information about destroyed housing in the TOT into the Register of Damage.
