Methodology for assessing the needs of IDPs at the community level approved

The Ministry of Reintegration has approved the Methodological Recommendations for Conducting an IDP Needs Assessment at the Community Level. The relevant Order No. 288 of 13 September 2024 was adopted as part of the implementation of the State Policy Strategy on Internal Displacement until 2025.

This strategy was approved by the Cabinet of Ministers of 7 April 2023, No. 312-p.

The methodological recommendations have been transferred to the regional military administrations and the Kyiv City Military Administration for use at the local level.

In particular, this methodology has already been used to assess the needs of IDPs in Kryvyi Rih and is being implemented in the capital with the involvement of NGOs and IDP Councils. The needs assessment of IDPs will help to make important decisions on measures aimed at their integration in host communities.

The document also contains sample questionnaires that will form the basis for the study, and envisages the introduction of a system for regular monitoring of the needs of displaced persons, including the possibility of collecting disaggregated data.

It is worth noting that leading civil society and international organisations, including the NGO ‘Public Holding “GROUP OF INFLUENCE”, participated in the development of the methodological recommendations.

The Government cooperates with various stakeholders, as well as donors and international partners who support our state and the public sector to better protect the rights of IDPs.
