The Ministry of Reintegration and international partners discussed the draft governmental Strategy of IDPs’ employment

The subject of the meeting was the consideration of recommendations to the draft State Policy Strategy on Employment of Internally Displaced Persons until 2027, which was developed by the Ministry of Reintegration.

These recommendations were prepared by an expert community that represented the positions of UNHCR, IOM, UNDP, and the International Labor Organization, which took part in the presentation of the recommendations.

The online meeting was attended by Roman Usenko, Deputy Minister for Reintegration of the Temporarily Occupied Territories, and representatives of the relevant departments of the Ministry of Reintegration and the Ministry of Economy.

In particular, they discussed the development of financial services and products for IDPs to support small business development. They also discussed aligning vocational training with the needs of the labor market and removing barriers to access to the workplace, including providing transportation services for employees.

During the meeting, they discussed the strategic goals set out in the draft government strategy aimed at improving the situation with employment of internally displaced persons and supporting their entrepreneurial initiatives. In particular, the recommendations of international experts on:

1. Creating equal employment opportunities for IDPs.

2. Expanding opportunities for entrepreneurship and self-employment of displaced persons.

3. Creation of additional conditions for employment of internally displaced persons.

4. Facilitating the activities of non-governmental organizations, including international ones, in implementing projects aimed at employing IDPs.

The participants also discussed the operational plan of the IDP Employment Strategy. To increase its effectiveness, it was decided to set clear indicators for fulfilling the plan’s objectives, determine time frames, and clarify responsibilities between responsible agencies.

In addition, it is planned to detail the provision of financial support, engage stakeholders, improve monitoring and prepare contingency plans.

The recommendations agreed upon during the meeting will be taken into account by the Ministry of Reintegration in the further elaboration of the draft IDP Employment Strategy.
