First 4.3 billion already available for compensation for destroyed housing for IDPs

As of today, internally displaced persons whose homes were destroyed as a result of hostilities have access to funds to purchase new homes. This became possible due to the Government’s decision to reallocate UAH 15 billion to support IDPs for compensation under the eRestoration programme.

To implement these funds, the Ministry of Communities and Territories Development of Ukraine, together with the Ministry of Social Policy of Ukraine, has developed a separate funding programme aimed exclusively at helping IDPs.

The first UAH 4.3 billion has already been transferred to the account of the Ministry of Development for further payment of housing certificates for internally displaced persons who have lost their only home due to the aggression of the Russian Federation (they have no other housing in conditionally safe regions of the country) and are waiting for compensation.

‘Our task is to support as many citizens as possible who have lost their homes due to Russian aggression. We are constantly working to expand the range of compensation and support programmes. Our focus is on helping and supporting internally displaced people.

Thanks to UAH 15 billion that the Government has redistributed to support IDPs, we will be able to help 10,000 families find new homes,’ said Oleksiy Kuleba, Vice Prime Minister for Reconstruction of Ukraine, Minister of Communities and Territories Development of Ukraine.

Who can receive funds under this programme?

Citizens of Ukraine who have the status of internally displaced persons, whose only home located in the government-controlled part of Ukraine was destroyed and who have not yet realised compensation under the eRestoration programme.

What is the procedure for receiving funds?

If a person has already had IDP status and a housing certificate and applied for the funds, they will be automatically transferred to another queue and will receive a notification of successful booking.

Within 30 days, a purchase and sale agreement for the purchase of a new home must be concluded and the ownership of the destroyed housing must be terminated.

If an IDP has a housing certificate but has not yet reserved funds for it and is ready to purchase a new home, they need to submit a reservation application. This can be done through the Diia app or the ASC portal. Within 5 working days, they will receive confirmation of the availability of funds.

Please note that the queue for receiving a payment under this programme is formed on the basis of the data indicated in the IDP certificate, which was received in the host communities. If you are eligible for the programme but have not received a notification of your reservation, we recommend that you check the relevance of the data in your certificate. To update the data or obtain an IDP certificate, you should contact the ASC in the host community.

The detailed procedure for receiving the payment is set out in the Procedure for Providing Compensation to Internally Displaced Persons for Damaged/Destroyed Real Estate as a Result of Hostilities, Terrorist Acts, Sabotage Caused by the Armed Aggression of the Russian Federation against Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 1432 of 13 December 2024.

We remind you that the status of an internally displaced person can be granted to any citizen of Ukraine who was forced to leave his or her home and settle elsewhere within Ukraine due to the war. The IDP status can be obtained even if the displacement took place within the same community where the destroyed housing is located.
