A joint meeting of the Government of Ukraine and the European Commission was held in Kyiv on the third anniversary of Russia’s full-scale invasion.
The event was chaired by President of the European Commission Ursula von der Leyen and Prime Minister of Ukraine Denys Shmyhal.

The meeting was attended by Oleksiy Kuleba, Vice Prime Minister for Recovery and Minister of Community and Territorial Development. This was an important signal of the European Union’s support for Ukraine and focused attention on key issues of reconstruction, EU integration and economic development.

‘Recovery is not only about rebuilding what has been destroyed, but also about creating effective solutions for the development of communities and the country.
This year, the Government has set priorities for recovery in the context of a major war – first and foremost, energy and housing for Ukrainians.
Energy independence is the key to the country’s resilience. Together with the communities, we are implementing a distributed system of heat and electricity so that settlements have a decentralised energy system. We pay special attention to the frontline regions, which are subject to constant shelling and destruction every day.
As a result of Russian aggression, 13% of Ukraine’s housing stock has been damaged or destroyed, and this does not include the situation in the territories temporarily occupied by Russia. More than 85,000 private houses and 17,500 apartment buildings have already been restored. More than 84,000 families have received compensation for destroyed or damaged housing.
We are also expanding compensation programmes and launching projects to build new municipal housing complexes,’ Oleksiy Kuleba said during the meeting.

The Vice Prime Minister noted that Ukraine is also changing its approach to public investment management. The principle of strategic planning is being introduced: communities first identify their needs and justify projects, and only then receive funding. This allows for the efficient use of resources and their allocation to initiatives that bring maximum benefit.
Oleksiy Kuleba also emphasised the importance of digitalisation of processes in reconstruction. It helps to coordinate and implement projects in a transparent manner, which is critical for international partners supporting Ukraine.

Ukraine is continuing its reforms and working to create conditions for sustainable development. Cooperation with European partners, strategic planning and implementation of new approaches to recovery will not only eliminate the consequences of the destruction, but also lay the foundation for a modern, efficient and secure country.
