Ukraine and Japan continue to strengthen cooperation to implement recovery projects

Cooperation between countries is vital for the restoration and development of infrastructure, along with the introduction of advanced technologies.

Deputy Minister of Communities and Territories Development Maryna Denysiuk is on a working visit to Japan. The trip takes place at the invitation of the Japanese side. It is attended by 13 representatives from the Ministry of Development and the State Agency for Reconstruction. Maryna Denysiuk is the head of the delegation.

The purpose of the visit is to share recovery experience. In particular, by studying the role of central and local authorities and community development initiatives in the recovery from the Great East Japan Earthquake.

‘Ukraine, and our Ministry in particular, pays special attention to regional development and cohesion policy, combining local and regional strategies with national priorities, with the needs and plans of communities. This applies primarily to the recovery process. We are convinced that strong communities can become drivers of local recovery projects.

Japan has a unique experience in implementing large-scale infrastructure projects, including recovery from large-scale destruction. Cooperation between our countries is vital for the restoration and development of infrastructure, along with the introduction of advanced technologies. I am convinced that such an exchange of experience as this will be extremely useful for the recovery in Ukraine. I am grateful to my Japanese colleagues,’ said Maryna Denysiuk.

During her visit, Maryna Denysiuk met with Kinichi Kamawura, Vice President of the Japan International Cooperation Agency (JICA). During the meeting, the parties signed the Minutes of Discussions for two subprojects that are part of the fourth phase of the Emergency Recovery Programme.

These are the Subproject on Improvement of Public Infrastructure for Local Communities and the Subproject on Improvement of Water Supply. The Emergency Recovery Programme, which is being implemented by the Ministry of Community and Territorial Development with the support of JICA, has already implemented three phases. Now the cooperation continues.

The signing of the Protocols created an opportunity for the exchange of notes that took place yesterday between Oleksiy Kuleba, Vice Prime Minister for Recovery and Minister of Communities and Territories Development of Ukraine, and Masashi Nakagome, Ambassador of Japan to Ukraine. This exchange resulted in a grant to the Government of Ukraine to implement the fourth phase of the Emergency Recovery Programme.

The amount of new grant support is about $58 million. These funds will be used in the following areas: humanitarian demining, energy, water supply, public health and safety, education, and infrastructure rehabilitation in the regions.
