‘The Ministry of Development is extremely important in supporting internally displaced persons. Our goal is to provide as many people as possible with affordable and comfortable housing.
We are working to expand the compensation programme for destroyed or damaged housing. Already, the first thousand IDP families have been able to buy new homes. This is a really good result, given that the programme was launched about a month ago.
At the same time, on the instructions of the President of Ukraine, we continue to develop a comprehensive programme to support IDPs. It will include a full range of services – from housing and employment to educational and medical services. This will be an effective tool to help people adapt to new conditions.
We are also actively cooperating with donors to find additional funding to support the compensation programme and expand its capabilities,’ said Oleksiy Kuleba, Vice Prime Minister for Recovery, Minister of Communities and Territories Development of Ukraine.
‘Another 2,500 families have been approved for payments under the certificates and are now looking for housing to buy.
Most of the property purchases were made by Ukrainians from Kyiv, Kharkiv, Chernihiv, Mykolaiv and Dnipro regions.
The programme is available to Ukrainians with IDP status who have lost their only property. The service is available for destroyed housing on government-controlled territory or in the area of active hostilities.
An important condition is to have a valid IDP certificate. If you do not have one, you can get one through:
Executive bodies of village, town and city councils.
Administrative service centre.
Mobile application or Diia portal.
IDP status can be obtained even if the displacement took place within the same community.
An application for compensation can be submitted through the Diia portal or application or the ASC. Lists for compensation are generated automatically based on the data specified in the IDP certificate.
In total, the Register of Destroyed and Damaged Property currently contains more than 259,000 objects. Most of them are housing.
In the almost two years of the state programme eRestoration, UAH 18.9 billion has been paid to Ukrainians for damaged and destroyed housing. This is more than 90,000 families who have repaired their homes or bought new ones.
The largest number of applicants in both categories came from Kharkiv, Kyiv, Donetsk, Mykolaiv and Kherson oblasts.
