
The event ‘Empowering Communities with Data for Recovery and Development’ was held. Natalia Kozlovska, Deputy Minister of Development of Communities and Territories, spoke at the opening of the event.
The event is part of the project ‘Strengthening Recovery in Ukraine through Evidence-Based Approaches’. It is implemented by the United Nations Development Programme (UNDP) in partnership with the Ministry of Communities and Territories Development and the State Service of Ukraine for Geodesy, Cartography and Cadastre.
The project aims to strengthen recovery and development efforts at the local level through data-driven decision-making.

‘Ukraine’s recovery requires a comprehensive approach to planning and efficient use of resources to address the challenges at hand. A data-driven approach to decision-making will enhance the ability to plan for comprehensive recovery. The Ministry and its partners are already providing communities with the necessary tools to analyse and use data in planning. These are the Urban Planning Cadastre, the Address Register, the EDESSB, DREAM, etc. These tools have already proved to be effective in improving the efficiency of strategic planning.
I would like to thank the United Nations Development Programme (UNDP) for the previous successful joint activities within the project. We look forward to continuing our cooperation and are convinced that we will be able to implement many more initiatives together that will bring recovery planning to a new level,’ said Natalia Kozlovska.
During the event, the results of the digital capability assessment in more than 952 communities were presented. The focus was on the introduction of digital tools, data availability and their impact on recovery and development planning processes. This involves analysing data management standards and practices in line with international standards, which will help to improve their compatibility and accuracy.

Particular attention was paid to the role of municipal statistics/data in making informed decisions that will contribute to effective planning and implementation of recovery strategies.

The activities of the Knowledge Hub for Recovery and Development were also presented. This is a UNDP initiative within a project implemented in partnership with the Ministry of Development and the StateGeoCadastre. The Hub is a centralised mechanism to support communities in integrated recovery and development planning based on evidence, knowledge sharing, and scalable tools.
The pilot phase of the initiative will last until August 2025.

UNDP, through its ‘Strengthening Evidence-Based Recovery in Ukraine’ project, funded by the Government of Germany, supports national authorities in planning and implementing effective recovery and development measures based on reliable evidence and quantitative data.
The project uses integrated data to increase the resilience and effectiveness of recovery planning processes, including digital maps derived from building damage assessments, as well as satellite imagery and orthophotos.
