A meeting of the Temporary Investigative Commission of the Verkhovna Rada of Ukraine (TIC) on IDPs and a meeting dedicated to supporting internally displaced persons (IDPs) took place in Zhytomyr. The discussion was joined by Deputy Minister of Communities and Territories Development Oleksiy Ryabykin, a representative of the Ukrainian Parliament Commissioner for Human Rights, representatives of the Zhytomyr Regional Military Administration, local authorities, and IDPs currently residing in Zhytomyr region.

The main topic of the meeting was the provision of housing for IDPs, their integration into communities, employment and social protection. Oleksiy Ryabikin stressed that the issue of IDP support remains one of the priorities of the Ministry of Communities and Territories Development.
‘The Ministry of Development is preparing a comprehensive programme of support for IDPs, which will include economic support, employment, social protection, medical care and educational opportunities. It is already at the final stage, and we are engaging a wide range of experts to finalise it. Housing support is one of the important aspects of this programme, and we are actively working on changes to the regulatory framework, among other things. We continue to work on attracting additional resources, both state and international, to effectively address these issues,’ the Deputy Minister said.
Oleksiy Ryabikin noted that the programme of compensation for lost housing for internally displaced persons under the eVodnovnennya programme has been running for over a month. During this time, more than 1,700 families have become owners of new homes, and almost 3,000 more are currently looking for new housing and will soon be able to receive compensation. In addition, the Ministry of Development is implementing several programmes to support IDPs, including the State Programme for Youth Housing, soft loans for IDPs and ATO/JFO participants, the Housing for Internally Displaced Persons project, and loans to individual developers in rural areas.

‘We are currently developing several important new projects, including the construction of municipal housing for 50,000 apartments with funding from the European Investment Bank. We are also developing a project called ‘Housing for Internally Displaced Persons’ funded by the Council of Europe Development Bank, which will allow us to provide loans to IDPs on favourable terms. In addition, we are planning a project to provide housing for internally displaced persons from Mariupol, including soft loans and social rental housing,’ said Oleksiy Ryabykin.
The meeting participants discussed IDP employment, social protection and educational opportunities. One of the key topics was the creation of a unified digital system to provide state support to IDPs, which will greatly simplify access to services.

The meeting in Zhytomyr was an important step towards establishing cooperation between the authorities and communities to address the problems of IDPs and restore the areas affected by the war.
Zhytomyr region is actively implementing housing support programmes for internally displaced persons. In 2023-2024, more than UAH 70 million was allocated to purchase housing for IDPs, and in 2025, another UAH 56.6 million was allocated for this purpose.

In addition, the region is implementing large-scale projects to build new housing for IDPs, with a total cost of around UAH 900 million. One of these projects was the installation of 56 modular houses in the village of Veresy, which currently houses 155 IDPs. In Zhytomyr, the construction of four apartment blocks with 110 apartments for IDPs is nearing completion. In the near future, several more housing construction projects will be implemented in the region for more than 230 people.
