On 18 March 2025, the Analytical Report ‘Forced Displacement Abroad’ was presented in Kyiv. The event was organised by the Office of the Ombudsman of Ukraine. The presentation was attended by Deputy Minister of Communities and Territories Development of Ukraine Oleksiy Ryabykin, Deputy Minister of National Unity of Ukraine Oleksiy Lukashuk, Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets, representatives of central and local authorities, MPs, and international partners.

During the panel discussion on the conditions to be created for the return of Ukrainian citizens from abroad, the issues of legal support for internally displaced persons and their provision with social guarantees were discussed. Oleksiy Ryabikin noted that support for IDPs, including providing them with housing, is an important component of the Ministry of Development.

‘One of the important issues that the Ministry of Development is working on and which will facilitate the return of Ukrainians from abroad is the provision of housing for IDPs. There are four areas that are already being implemented: mortgages for the purchase of housing on favourable terms, rental housing and subsidies for it, municipal housing, as well as clear financial instruments. We continue to work on a large comprehensive programme for IDPs, and international partners are involved in this process. The programme will include not only housing, but also employment and social services,’ said Oleksiy Ryabikin..
According to Oleksiy Ryabikin, Law No. 4080-IX, which came into force on 5 March 2025, plays an important role in the arrangement of municipal housing. It allows assessing the condition of buildings where it is planned to create homes for IDPs. Its main goal is to create an information and analytical system that will provide information on real estate available for displaced persons, as well as to attract international assistance for the reconstruction of such facilities.

Currently, Ukraine continues to cooperate with international partners on municipal housing, and the formation of the relevant fund is underway. In addition, funding is planned for projects to create such housing in the Dnipro, Kirovohrad and Cherkasy Oblasts.
