
The Ministry of Communities and Territories Development of Ukraine approved an updated List of territories where hostilities are taking place or have taken place, as well as temporarily occupied by the Russian Federation, by Order No. 376 of 28 February 2025. The document contains a list of territories classified by the level of security situation and the state of control by the Ukrainian authorities.
According to the updated list, the territories are divided into several categories:
1. Areas of possible hostilities – regions where the threat of hostilities remains.
2. Areas of active hostilities – territories where intense hostilities are ongoing or have recently occurred.
3. Areas of active hostilities with the functioning of state electronic resources – areas where hostilities have not stopped the operation of key state electronic systems.
4. Temporarily occupied territories – regions under the control of occupation forces.
The updated list is important for determining the status of citizens affected by the hostilities, regulating social benefits, providing state aid, organising humanitarian support and further restoring infrastructure. This list will be used to make decisions on the safety of civilians, evacuation, and access to administrative services.
The Order comes into force from the moment of its official publication. At the same time, the previous, Order of the Ministry of Reintegration No. 309 of 22 December 2022, which regulated the classification of territories on a similar principle, will be repealed.
Updating the list will allow us to promptly take into account changes in the security situation and ensure that Ukrainian citizens have access to the necessary support.
