Andrii Bratus took part in Open Data Day 2025

The annual Open Data Day 2025: reOpening event was held to mark the International Open Data Day. The event discussed the challenges that Ukraine faces in maintaining transparency in the field of open data during the war. Andriy Bratus, Deputy Minister of Development of Communities and Territories of Ukraine for Digital Development, Digital Transformation and Digitalisation, took part in the event.

‘Ukraine is among the top countries in terms of open data availability. However, with the outbreak of a full-scale war, we have faced the fact that certain data in the public space may pose a threat to national security. For example, the data from the Register of Damaged and Destroyed Property, which is managed by our Ministry. This is quite understandable – today we are trying to prevent even greater destruction of our country. We cannot risk the destruction of our critical infrastructure, housing stock, etc.
At the same time, we must find ways to ensure transparency, even in our current circumstances. After all, the availability of open data is in fact one of the most powerful indicators of a democratic state system. I hope that together with my colleagues we will be able to find an effective mechanism for selecting data that is safe to publish in times of war,’ said Andriy Bratus.

The event featured two panel discussions, during which the possible risks associated with the publication of certain open data were discussed using specific examples. These included data from the Unified State Register, information on tax returns, and data from the Register of Damaged and Destroyed Property (RDP).

The participants paid particular attention to discussing the creation of a unified mechanism for publishing valuable open data sets under martial law in the future. A special workshop was held for this purpose.

The event was also attended by Yulia Derkachenko, representative of the Ukrainian Parliament Commissioner for Information Rights, Ivan Kalabashkin, Head of the Cyber Security Department of the Security Service of Ukraine, Serhii Demchenko, Member of Parliament of the IX convocation, Natalia Kalenichenko, Deputy Head of the State Tax Service of Ukraine for Digital Development, Digital Transformation and Digitalisation.

The event was organised with the support of the EU Anti-Corruption Initiative (EUACI), a leading anti-corruption programme in Ukraine funded by the EU and co-funded and implemented by the Ministry of Foreign Affairs of Denmark.
