Nataliia Kozlovska, Deputy Minister of Development of Communities and Territories of Ukraine, took part in the workshop ‘Strengthening Housing Solutions in Ukraine: A Joint Approach’. The workshop was organised to discuss the reform of Ukraine’s housing policy, present existing successful programmes on affordable housing for IDPs and the possibility of applying European experience in addressing housing issues in Ukraine.

‘Housing remains one of the main areas of work for the Ministry. We see and clearly understand the enormous need of Ukrainians in this sector, given the scale of the destruction and the fact that Russian attacks, unfortunately, do not stop. In this context, developing a unified vision for the reconstruction of the housing sector is certainly a crucial task. We all need to understand together how we are moving on this track. Especially when it comes to providing affordable housing for internally displaced persons. I am grateful to our international partners, in particular the European Investment Bank, the World Bank, the Council of Europe Development Bank, and the German Development Bank. Together we have already done a lot of work and I believe that we will be able to implement even more initiatives in the future,’ said Natalia Kozlovska.
The workshop was based on the results of a previous similar event held on 23-26 January 2024 in Vienna, as well as on the meetings of the Sectoral Working Group (SWG) on Housing held in October 2024 and February 2025.

In particular, at the SWG meeting in February, participants expressed the need to create a common strategic vision and develop a roadmap for supporting the Ukrainian housing sector. This is especially important for the implementation of Ukraine’s new legislation on housing policy and social housing, which is currently in the final stages of development.
The workshop resulted in recommendations on the steps needed to develop a joint Action Plan for the successful implementation of housing reform in Ukraine.

Namely:
- фdoption and implementation of sustainable, comprehensive long-term solutions that will enable Ukraine to make progress in addressing the housing needs of socially sensitive groups of citizens, primarily IDPs;
- continuation of joint work of stakeholders to create new housing legislation in Ukraine, based on the draft law ‘On the Basic Principles of Housing Policy’, which lays the foundation for further successful implementation of housing solutions;
- development of the Housing Strategy as an integral part of the joint work in the field of modernisation of the national housing policy.

Separately, as part of the workshop, Serhiy Sukhomlyn, Head of the State Agency for the Reconstruction and Development of Infrastructure of Ukraine, presented the concept of a project to create municipal rental housing for rent, including for IDPs.
The event was organised by the Ministry of Communities and Territorial Development in cooperation with the International Organization for Migration, the German Federal Ministry for Economic Cooperation and Development (BMZ) with the support of the German Development Bank (KfW).
