Ukraine’s Recovery Programme III approves 14 more projects

On 31 March, the fifth meeting of the Expert Working Group reviewing projects for funding under the Ukraine Recovery Programme III took place. As a result, 14 more projects were approved in different regions of the country.

In particular, 4 projects were approved for construction, reconstruction and overhaul of housing in Dnipro, Kirovohrad and Cherkasy regions. The total amount of funding is over UAH 245 million.

In the area of reconstruction of healthcare facilities, the Expert Working Group supported 10 projects in Dnipro, Zakarpattia, Zaporizhzhia, Kyiv, Kirovohrad and Lviv regions. More than UAH 750 million has been allocated for the renovation and modernisation of medical infrastructure.

The expert working group is chaired by Oleksiy Ryabykin, Deputy Minister of Communities and Territories Development. It includes representatives of the Ministry of Development, the Ministry of Finance, the Ministry of Education and Science, the Ministry of Health, as well as representatives of all-Ukrainian local governments.

‘At its previous meetings, the Expert Working Group has already approved more than 100 projects in the field of energy sustainability and in the construction, reconstruction and overhaul of water supply and sewage systems for almost UAH 3 billion. Today, we have supported 14 more important initiatives in the areas of housing construction and modernisation of healthcare facilities. These are not just projects – they are concrete solutions that allow communities to develop critical infrastructure and provide people with housing and quality healthcare services. We continue to support hromadas in implementing their strategic priorities,’ said Oleksiy Ryabykin.

This is the fifth meeting under the Ukraine Recovery Programme III. To recap:

As a result of the first day of the meeting, 35 projects worth almost UAH 1 billion were selected for community energy resilience projects.

At previous meetings, 68 projects in the field of construction, reconstruction and overhaul of water supply and sewage systems were approved for a total funding amount of almost UAH 2 billion.

The selection of projects continues through the DREAM digital system, which guarantees transparency of the process. The next meetings will be held in the near future to consider the remaining applications for the reconstruction of medical facilities. The third phase of the Programme has attracted EUR 100 million.

The Recovery Programme for Ukraine is part of the public investment reform aimed at restoring critical infrastructure and improving the quality of life in communities affected by the war and hosting a significant number of internally displaced persons.

In June 2024, Ukraine and the EIB signed a financing agreement providing for the attraction of EUR 100 million. These funds will be used to restore social infrastructure, housing and communal facilities and provide municipal housing in the regions affected by the military aggression of the Russian Federation, as well as in those regions that have received a significant number of internally displaced persons. The subvention will be provided to communities through the state budget to local budgets.

Under the previous two phases of the programme, 225 projects worth over €500 million are already being implemented.
