150 million euros for compensation programmes for destroyed housing and soft loans for IDPs

The Cabinet of Ministers of Ukraine has approved two resolutions that allow attracting an additional €150 million from a loan from the Council of Europe Development Bank (EBRD) to continue the HOME: Compensation for Destroyed Housing’ (EUR 100 million) and the “Housing for Internally Displaced Persons” programme (EUR 50 million).

‘Providing Ukrainians in need with housing is one of the Ministry’s important tasks along with reconstruction. Today, we have two government decisions that will allow us to continue funding projects that have already proven effective in this process. These are the HOME project and the Housing for Internally Displaced Persons programme. Thanks to additional funding under the HOME project, we will be able to provide housing for more than 3,000 families who have already received housing certificates through eVodnovnist. At the same time, we have more than 2700 families who have already sold their certificates and purchased housing. Supporting IDPs is also undoubtedly key for us. The Housing for Internally Displaced Persons programme currently offers the most favourable terms for IDPs to receive a concessional loan. More than 1,000 families have already purchased housing through the programme. It is expected that about 1,500 more soft loans will be issued in 2025. I am grateful to the Government for the decision and to the BRDO for consistently supporting Ukraine and not allowing such important initiatives to stop,’ commented Oleksiy Kuleba, Vice Prime Minister for Recovery and Minister of Communities and Territories Development of Ukraine.

As a reminder, the HOME project under the eRecovery government programme provides compensation for the destruction of housing in the form of housing certificates.

The Housing for Internally Displaced Persons programme is implemented by the State Agency for Housing and Communal Services in cooperation with the Ministry of Communities and Territories Development of Ukraine. It allows IDPs to obtain a loan on favourable terms to purchase new housing. Loans are provided for up to 30 years at 3% per annum.

The additional funds became possible after the EBRD Administrative Board approved an additional loan of EUR 150 million for these two programmes at the end of January this year.

The HOME project started in 2024. The first Framework Loan Agreement for EUR 100 million was signed between Ukraine and the BRDO in June 2024 at the International Conference on Ukraine Recovery (URC 2024).

The ‘Housing for Internally Displaced Persons’ programme is financed by a grant from the German Government provided under an agreement between the Governments of Ukraine and Germany through the KfW Reconstruction Credit Institution.
