Oleksiy Kuleba, Vice Prime Minister for Reconstruction of Ukraine and Minister of Community and Territorial Development, spoke about a number of important government decisions that will speed up the implementation of programmes to compensate for destroyed housing, support internally displaced persons and rebuild infrastructure.

‘In total, more than 87,000 families have received payments under the state programme eRestore – these are families who have repaired damaged housing. More than 7.6 thousand families have purchased their own housing to replace the destroyed ones.
The Ministry of Development is constantly working on scaling up compensation programmes: this year, at our initiative, the Government has allocated UAH 15 billion for payments for destroyed or damaged housing for internally displaced persons.
More than 4,000 families have already benefited from the programme, 1,800 of whom have sold their certificates and bought new housing, while other families are looking for housing and will soon buy it,’ said Oleksiy Kuleba.
The Deputy Prime Minister for Reconstruction of Ukraine also reminded that on 31 March, compensation payments started for owners of private houses who lost their homes as a result of the war and want to rebuild their homes on their own land. The first 600 families will receive funds for construction in the near future.
Separately, Oleksiy Kuleba said that EUR 50 million will be provided by the Council of Europe Development Bank to launch a programme of preferential mortgage lending for internally displaced persons.
‘These will be concessional loans for IDPs with lower than average income at 3% per annum with a minimum down payment. The average monthly payment will be about UAH 10 thousand,’ the Deputy Prime Minister said.
The Government’s decisions include EUR 100 million for the implementation of the Ukraine Recovery Programme III, funded by the European Investment Bank.
‘This project helps support the regions that have suffered the greatest losses from the war. The funds will be used to restore social infrastructure – schools, kindergartens, medical facilities, and modernise housing and utilities.
A special priority will be given to frontline communities where the need for reconstruction is greatest.
This funding will also enable communities to start building municipal housing – modern, affordable, and sustainable.
Another important area is supporting rehabilitation projects for veterans.
This is a comprehensive approach that combines reconstruction, social support and long-term community development,’ said Oleksiy Kuleba.
Under the previous two phases of the programme, 225 projects worth more than €500 million have already been implemented.
According to the Minister, another €100 million from the European Investment Bank will be used to restore water supply and sewerage. This will support the reconstruction, modernisation and development of critical and social water infrastructure in communities.
‘Thanks to the support of international partners, Ukraine receives additional resources to implement key recovery projects.
Each of the new projects means real changes and support for communities and people affected by the war. We have a clear plan and reliable partners,’ summed up the Vice Prime Minister.
