How do I get the first tranche of compensation to rebuild on my own land plot?

During the first week of the service’s operation, the Ministry of Development has already transferred UAH 152 million to citizens whose housing was destroyed and who chose to receive compensation in the form of a cash payment to rebuild on their own land plot.

If you have accrued compensation but have not yet applied for the funds, we remind you how to do so.

Step 1: Submit a notice of commencement of construction work or obtain a construction permit

This can be done at the ASC or through the Diia portal.

You can use an already registered notification if it was submitted after 24 February 2022.

Only after registering the notification, when it is displayed in the Diia application, will you be able to receive funds.

Step 2: Terminate ownership of the destroyed property

This can be done at a notary or state registrar.

Please note! If you are planning to build on the same land plot where your destroyed house was located, make sure that you have the land documents in order before terminating your ownership. This can be done at the relevant department of the local council.

Step 3: Submit a payout request

You can do this in the Diia app, in the eVostok section ‘Payment for construction’.

To do this, you need to register a new eVostok card with one of the programme’s partner banks. A list of them is available on the programme’s website or directly in the Diia app.

When filling out the request, the data of the registered notification of the start of construction work will be automatically pulled up.

If you have several construction projects, you must select the one for which you plan to use the compensation funds.

Step 4: Crediting the first instalment

After updating your details, you will receive the first tranche of compensation. It is 50% of the total amount.

With these funds, you can:

  • purchase building materials;
  • pay for construction services;
  • pay for the development of design and estimate documentation and other services related to the creation of a construction project.
