Ukraine raises €50 million to provide housing for IDPs

The Ministry of Economic Development will sign a €50 million framework agreement with the Council of Europe Development Bank (EBRD) to finance a programme of preferential mortgage lending for internally displaced persons.

The funds will provide about 1,100 IDP families with affordable housing by 2025. The programme is being implemented by the Ministry of Communities and Territories Development in partnership with the State Agency for Youth and Housing.

IDP borrowers can receive housing loans at a fixed interest rate of 3% per annum for up to 30 years with a minimum down payment of 6% of the cost of the housing they choose.

This is the second stage of Ukraine’s cooperation with the BRDE under the Housing for Internally Displaced Persons project. The agreement opens up opportunities for further scaling up the programme.

The Ukrainian delegation, approved by President Volodymyr Zelenskyy, is preparing the agreement. The delegation from the Ministry of Communities and Territories Development included Natalia Kozlovska and Maryna Denysiuk, Deputy Ministers of Communities and Territories Development.
