Compensation for destroyed housing: how to sell a housing certificate through eVidnovlennia

Within the framework of the state programme eVidnovlennia, if your home was completely destroyed, you can receive compensation in the form of a housing certificate to purchase a new home.

If you already have a housing certificate, you need to take the following steps to purchase a new home:

1. Book funds under the certificate.

This can be done in the Diia app or portal, as well as through the ASC.

If there are funds available on the budget account, you will receive a notification of successful booking within 5 days. If there are no funds available, your application will be placed in the electronic queue.

Priority groups – military personnel, families of fallen soldiers, people with disabilities and large families – are placed at the top of the queue.

2. Terminate ownership of the destroyed housing.

      This can be done at a notary or state registrar.

      Please note that you need to terminate your ownership only after you have received a housing certificate.

      3. Execute a purchase and sale agreement.

      After you have successfully booked the funds, you have 30 days to conclude a purchase and sale agreement for your new home.

      If you have several housing vouchers, you can use them to buy the same property or several different ones.

      You can also jointly purchase a home with another person who has a housing certificate.

      In this case, the certificates must be booked at the same time.

      Please note that if your only home was destroyed, you can receive funds for the implementation of a housing certificate within the funds allocated to support internally displaced persons (IDPs).

      To do this, you need to have an up-to-date IDP certificate, which can be obtained from the local council.

      You can get IDP status even if you were displaced within the same community.
