Date of end of hostilities in Mariupol updated

The Ministry of Development has updated the date of the end of hostilities in Mariupol. The relevant Order No. 748 ‘On Approval of Amendments to the List of Territories in which Military Operations are Conducted (Were Conducted) or Temporarily Occupied by the Russian Federation’ has passed all the necessary stages of approval and entered into force.

According to the updated document, the date of temporary occupation of the city is 20 May 2022. According to the General Staff of the Armed Forces of Ukraine, Mariupol was fully occupied by the Russian armed forces on that day. Previously, the date of the end of active hostilities in the city was 4 March 2022.

‘This decision is about historical justice and recognition of the real circumstances of the heroic defence of Mariupol. It is important for both our military and the city’s residents who survived the blockade and shelling. This is a step towards honesty in assessing the events, and I thank everyone who joined this process: from the military and local authorities to representatives of central government,’ said Oleksiy Ryabykin, Deputy Minister of Communities and Territories Development.

As a reminder, on 4 April 2025, the Ministry of Development addressed the Donetsk Regional Military Administration with a request to clarify the date of the temporary occupation of the city of Mariupol and the Mariupol district. In response, the General Staff of the Armed Forces of Ukraine reported that the fighting for the city lasted until 18 May 2022, and since 20 May, Mariupol has been considered fully occupied.

The updated order will not affect payments to internally displaced persons, but will eliminate injustice to people who became disabled during active hostilities until 20 May 2022.
