Oleksiy Kuleba, Vice Prime Minister for Reconstruction of Ukraine – Minister of Development of Communities and Territories of Ukraine, together with his team met with Alfonso Garcia Mora, Vice President of the International Finance Corporation (IFC). The conversation focused on investment projects in the field of reconstruction and the development of a comprehensive regional approach to attracting investment.
The meeting was also attended by First Deputy Minister Alyona Shkrum, Deputy Ministers Maryna Denysiuk, Natalia Kozlovska, Andriy Bratus and Head of the Recovery Agency Serhiy Sukhomlyn.
“We are grateful to IFC for its support in engaging the private sector in the recovery. Our government is actively implementing reforms to open the door to public-private partnerships and other blended finance models. This is a strategic approach to identifying, evaluating, financing, and implementing public investment projects.
Now it is important for us to have a comprehensive approach to reconstruction. Currently, 75% of destroyed or damaged facilities are located in the frontline areas. We need to understand how we can attract investment to rebuild these regions. We believe that together with IFC, we will be able to find the best ways to invest in such projects,” said Oleksiy Kuleba.
Alfonso Garcia Mora, in turn, outlined for the Ministry’s team the IFS’s capabilities in developing such a comprehensive regional approach to attracting investment and the potential challenges that may arise in this process. He noted that a clear structuring of priorities is important. Given the large number of destroyed facilities, it will help to develop a clear vision of where and what funds should be allocated in the first place.
The Minister noted the importance of continuing cooperation with IFC on mechanisms to attract the private sector to finance the construction of affordable housing. This includes the formation of a social housing fund and the preparation of a housing strategy.
