The government has simplified the process of obtaining pensions for IDPs, residents of temporarily occupied territories, and Ukrainians abroad.

The Ukrainian government, together with the Ministry of Social Policy, the Pension Fund of Ukraine and with the support of civil society organisations, has introduced a number of changes to simplify the procedure for receiving pensions and undergoing physical identification. The changes apply to Ukrainians who have left the temporarily occupied territories (TOT) for territory controlled by Ukraine, remain in the TOT or are temporarily abroad.

The key change is the expansion of opportunities to receive pensions through any authorised bank in Ukraine. Previously, payments to persons who had moved from the temporarily occupied territories or who reside in the temporarily occupied territories were made exclusively through Oschadbank JSC. From now on, pensions can be received at any bank authorised to make such payments, as well as at Ukrposhta branches or by home delivery. This decision covers all pensioners, regardless of whether they have an IDP certificate or the date of displacement.

For pensioners who remain in the temporarily occupied territories or are temporarily outside Ukraine, additional conditions have been established to ensure uninterrupted payments. In particular:

  • you must undergo physical identification annually by 31 December of the current year;
  • make expenditures from your pension account at least once every six months.

It should be noted separately that citizens who have left the temporarily occupied territories or reside there are required to confirm that they do not receive a pension from the Russian Federation. Such confirmation is provided in an application for the appointment/renewal/extension of pension payments or in a free-form application.
