A forum dedicated to addressing the housing needs of IDPs was held

Deputy Minister of Community and Territorial Development of Ukraine Natalia Kozlovska took part in the forum ‘Partnership between the state and communities in addressing the housing needs of IDPs and affected populations.’

The forum discussed the implementation of local housing programmes using financial and credit mechanisms, attracting investment and strengthening the integration of IDPs, war participants and other categories of citizens in need of social support into the life of host communities.

“The introduction of sustainable tools for solving housing issues at the local level, especially for veterans and displaced persons, will be the right response to the massive challenge posed by families’ need for housing caused by the consequences of Russia’s armed aggression against Ukraine. As a state, we are working with international institutions, involving them in the financing of housing programmes. One of the best examples is the ‘Housing for IDPs’ programme, which is being implemented by the State Youth Housing Agency with funding from the German government. This year, the programme will continue thanks to €50 million provided by the Council of Europe Development Bank. We urge local authorities to actively use the available opportunities, including seeking donor funds to implement programmes. After all, people are our main asset, and we must fight for them,” said Natalia Kozlovska.

During three panel discussions, participants discussed the prospects for expanding housing programmes by local authorities and attracting foreign investment to this area.

Also, as part of the event, the Association of Ukrainian Cities and the State Youth Housing Agency signed a memorandum aimed at implementing best practices for local housing programmes.

The event was organised by the Ministry of Community and Territorial Development of Ukraine and the State Youth Housing Agency in cooperation with the Association of Ukrainian Cities and with the support of the Council of Europe Project ‘Promoting the development of housing solutions for people affected by the war in Ukraine. Phase II’.
