In Vinnytsia region, with the support of the EIB, a kindergarten has been renovated, where children from IDP families study.

A kindergarten in the village of Ulaniv in Vinnytsia region has resumed operations after undergoing major renovations, which were carried out with financial support from the European Investment Bank (EIB), an EU credit institution.

The Berizka kindergarten is attended by more than 110 children aged two to six, including many children from internally displaced persons (IDPs) families. The cost of the reconstruction was €420,000.

“Restoring access to education is a shared priority with our European partners. Together, we are rebuilding critical social infrastructure and implementing modern energy-efficient solutions that make communities more resilient,” said Oleksiy Kuleba, Deputy Prime Minister for the Restoration of Ukraine – Minister of Community and Territorial Development of Ukraine.

As part of the reconstruction project, the kindergarten building was completely insulated and equipped with energy-efficient windows and doors—a modernization that is particularly important in the context of a full-scale invasion, as it reduces electricity consumption and utility costs.

The kindergarten also has a new metal roof, renovated porches, and two ramps for easier access, especially for children and parents.

“The renovated kindergarten demonstrates how the EIB supports Ukraine’s long-term recovery: we invest in sustainable, energy-efficient infrastructure that strengthens communities and ensures the stable provision of vital services to citizens,” said EIB Vice-President Teresa Czerwińska, responsible for the bank’s activities in Ukraine.

The reconstruction of the kindergarten lasted from May 2024 to June 2025 as part of the “Ukraine Recovery Program” , a joint initiative of the EU and the EIB, implemented in partnership with the Ministry of Community and Territorial Development of Ukraine, the Ministry of Finance, the Vinnytsia Regional Military Administration, and the Ulaniv Village Council, with technical support from the United Nations Development Program (UNDP) in Ukraine.

“The Berizka kindergarten in Vinnytsia region is a striking example of how EU support provided through EIB recovery programs is already delivering tangible results. Together with Ukraine, we are restoring basic services, strengthening communities, and building a future for the next generation,” emphasized Stefan Schloening, Head of Cooperation Programs at the EU Delegation to Ukraine.

This is one of seven reconstruction projects in the Vinnytsia region being implemented with the support of the EIB. The total investment amounts to €7.6 million. These include the reconstruction of four schools, two water supply and sanitation facilities, and an administrative and public service center. Three facilities were completed in 2024 alone, including two schools in Stryzhavka and a pressure sewer collector in Zhmerynka.

“By bringing together Ukrainian communities and EIB financial instruments, UNDP is helping to ensure that the recovery process is truly community-driven, with local authorities themselves determining how best to use EU support to implement their own priorities for reconstruction,” said Yako Silje, UNDP Resident Representative in Ukraine.
