Map web service

The map web service is an interactive map showing the status of communities and settlements on the list of territories where hostilities are (were) conducted or that are temporarily occupied by the Russian Federation. The service is part of the state information system of the list of territories: one look at the map shows the current status of the territory you need.

What the service provides

Status on the map

Systematic display of electronic maps and the status of territories included in the list approved by the Ministry for Development.

A single database

Data on territories and changes in their status are collected, verified and stored in one state system.

In two languages

Information on the web resource is available in Ukrainian and English — the translation is ensured by the Agency.

Open to everyone

Citizens and organisations have the right to receive the information published in the system.

How data gets onto the map

Once changes to the list take effect, proposals on the status of a territory and the start and end dates of hostilities or temporary occupation are entered into the system no later than the next working day:

  1. Regional and Kyiv City military administrations submit proposals by filling in the electronic fields of the system.
  2. The Ministry of Defence approves the proposals or rejects them with justification.
  3. The Agency, as the system administrator, promptly approves the proposals or rejects them with justification — and the status of the territory is updated.

Information certificates

The system generates information certificates in Ukrainian or English, in particular for foreign economic activity:

For companies and sole proprietors

By EDRPOU code or taxpayer registration number — a certificate on the status of the territory where the registered address is located.

For a settlement

By postal code or the settlement code under the Codifier of administrative-territorial units — a certificate on the status of the territory.

Each certificate bears the qualified electronic seal of the system administrator — the Agency.

Role of the Agency

The system is owned and managed by the state, represented by the Ministry for Development. The National Agency for Territorial Development of Ukraine is the administrator and technical administrator of the information system, including the map web service. The Agency:

  • ensures administration, technical support and uninterrupted operation of the system;
  • grants and terminates user access and keeps records of users;
  • protects and stores information and constantly monitors the technical condition of the system;
  • integrates information resources of public authorities into the system;
  • approves or rejects with justification proposals on the status of territories;
  • trains users and provides them with technical and information support;
  • ensures translation of the information on the web resource into English.

Who works with the system

Public authorities

The Ministry of Digital Transformation, the Ministry of Defence, the Ministry of Social Policy, regional and Kyiv City military administrations and other bodies — via an electronic cabinet with a qualified electronic signature.

Citizens and businesses

View the map, check the status of a territory and receive information certificates.

Data from the system is used by other state resources — in particular DREAM, the system for managing public investment in recovery.

Legal basis

Resolution of the Cabinet of Ministers of Ukraine No. 562 of 7 May 2022 approving the Regulation on the information system of the list of territories where hostilities are (were) conducted or that are temporarily occupied by the Russian Federation.
