Housing vouchers for IDPs from the temporarily occupied territories: the first families have already bought new homes

Under the “Housing for IDPs from the Temporarily Occupied Territories” component of the eRecovery state programme, Ukrainians are already actively using housing vouchers to buy new homes. The programme provides housing vouchers worth UAH 2 million to internally displaced persons from the temporarily occupied territories who have the status of combat participant or person with a disability caused by the war.

“The programme is already delivering real results for people: 160 families who lost their homes because of the war and were forced to leave the temporarily occupied territories have already completed their transactions and bought new homes. And these are only the first weeks of the mechanism. We see that people are actively using the vouchers all over the country — from Kyiv Oblast to Zakarpattia — and choose for themselves where to build a new life. At the same time, more than 860 transactions have already been submitted for payment, so hundreds more families will receive their own homes in the near future. We are working to attract additional funding and expand the programme so that as many Ukrainians as possible can buy their own home,” said Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine — Minister for Development of Communities and Territories of Ukraine.

Most homes have been purchased in Kyiv Oblast, where 61 vouchers worth more than UAH 121 million have already been used.

The leaders also include:

  • Dnipropetrovsk Oblast — 29 vouchers worth UAH 58 million;
  • Mykolaiv Oblast — 20 vouchers worth UAH 40 million;
  • Kyiv City — 16 vouchers worth UAH 32 million;
  • Odesa Oblast — 9 vouchers worth almost UAH 18 million.

The programme covers a number of regions. In total, housing vouchers have already been used in 14 oblasts of Ukraine, including Khmelnytskyi, Vinnytsia, Ivano-Frankivsk, Chernivtsi, Poltava, Ternopil, Lviv, Zakarpattia, Kirovohrad and Volyn.

More than 91% of the purchased properties are apartments, and about 8% are private houses. Almost 87% of the homes were bought on the secondary market. The housing voucher mechanism works actively on the real estate market and allows families to choose housing according to their own needs.

In total, more than 39,000 applications have been submitted to the programme. More than 30,000 of them have already been reviewed and approved by local commissions.

At the first funding stage, 3,296 applications for booking housing vouchers with a total value of UAH 6.59 billion were approved under the programme.

As a reminder, under the programme rules, if booked funds are not used within 60 days, they are returned to the programme and allocated to the next applicants. In this case, a person can apply again and rejoin the queue.

Work is also under way to attract additional funding from the state budget and international partners. In particular, the programme will be partly financed by a loan from the Council of Europe Development Bank of about EUR 80 million (≈ UAH 3.9 billion).
