“The Shelter” is a social project aimed at providing Ukrainians forcing to move from war zones with temporary housing.
This project has started its activity from March 2022, thanks to Ukrainians who are not indifferent to this problem, and it is the largest provider of housing for internally displaced persons.
To support household owners who are willing to provide free accommodation for internally displaced persons, and persons whose housing is destroyed or unfit for living as a result of the hostilities caused by the military aggression of the Russian Federation, the Government has approved the Procedure for compensation of expenses for temporary accommodation (staying) of internally displaced persons, which defines the mechanism of compensation of expenses related to free temporary accommodation (staying) of internally displaced persons.
Starting from June 1, 2023, the Ministry of Reintegration has been designated to be responsible for the implementation of this Procedure. The technical administrator for the implementation of the compensation mechanism is the State Enterprise “Reintegration and Restoration”, which is under the management of the Ministry of Reintegration. The financial support partner for the project is the Ukrainian Red Cross Society.
Currently, the Shelter project covers more than 3.2 million IDPs (internally displaced persons) and almost 100 thousand households, who have accommodated IDPs.
Over the entire period of the Shelter program, financial support has been provided in the amount of more than UAH 2.3 billion UAH.
How to receive compensation?
Submit an application for free accommodation of IDPs in a written or electronic form to the authorized body at the local location of the housing (“not later than within the next business day after the date of accommodation of the IDP).
Submit an application in a written or electronic form from the person who accommodated the IDP for the following compensation expenses (within 5 days from the end of the reporting month).
The following documents must be submitted with the notification and application
The notification/application in a written form must be accompanied by:
-A document proving the identity of the person who has sheltered the IDP.
-A document confirming the right of ownership or use of the residential premises, or a document confirming the authority of the representative or the owner.
Electronic copies (scans) of these documents must be attached to the notification/application in electronic form.
