Presentation of the draft Strategy for the Restoration of State Power and Reintegration of the Population of the De-occupied Territories

On the instructions of Prime Minister Denys Shmyhal, a draft Strategy for the period up to 2026 and an operational plan for its implementation were developed.

To develop them, the Ministry of Reintegration, with the participation of interested government agencies and representatives of the public sector, created a working group. It included, in particular, representatives of the Office of the President, the Mission of the President in the Autonomous Republic of Crimea and the ZMINA Human Rights Center.

The presentation took place at a special meeting chaired by Vice Prime Minister Iryna Vereshchuk.

The Strategy is a comprehensive document that outlines the key principles and vectors of state policy on

  • synchronizing the actions of state authorities and local governments and restoring their activities in the de-occupied territories (DOTs)
  • creation of conditions for the full reintegration of the territory and population of the DOTs into the legal, administrative, social, cultural, informational, educational, etc. spaces of Ukraine;
  • restoration of human and civil rights and freedoms;
  • creating security guarantees for the population of the liberated territories;
  • overcoming the consequences of the temporary occupation of the territories of Ukraine in all spheres of public life.

The Strategy will result in a comprehensive state policy on the reintegration of the DOTs, taking into account the conditions, duration and consequences of the temporary occupation for the residents of these territories.

Currently, the document is at the stage of approval by the central executive authorities.

“The state must now prepare for the full reintegration of the de-occupied territories. Therefore, I sincerely thank the public sector and all interested bodies that are involved in the development of this strategy,” the Vice Prime Minister said.
