Highlights for the week of November 25 – December 1

The Government has adopted a resolution “Some issues of support for certain categories of persons for the winter period 2024-2025 ‘Warm Winter’. It provides for a one-time financial assistance from the state in the amount of UAH 6,500 for the winter period to certain vulnerable categories of citizens. The United Nations Children’s Fund (UNICEF) continues to provide one-time emergency cash assistance in the amount of UAH 10,800 for families with children who have moved to safer areas as part of the mandatory evacuation. About 74,000 Ukrainians, including almost 38,000 children, received this assistance. The United Nations Refugee Agency (UNHCR) is increasing funding for its project to support frontline areas to $40.6 million. As a result, another 7,000 vulnerable households in the frontline areas will receive one-time payments of UAH 21,000 to purchase solid fuel. Deputy Head of the Presidential Administration Iryna Vereshchuk thanked the international donor for supporting the population during the 2024/2025 heating season. Read more about the project here.

A mental health forum “Moving Toward a Mental Health System and Services of the Future” was held in Kyiv. It was organized within the framework of the All-Ukrainian Mental Health Program “Are You OK?” initiated by First Lady Olena Zelenska. The first version of the map of rehabilitation facilities in Ukraine was presented at a meeting chaired by Deputy Head of the Presidential Administration Iryna Vereshchuk. This is one of the components of the Rehub4U project, which is being implemented with the support of the United States Agency for International Development (USAID). The government has adopted amendments to resolutions concerning the provision of temporary housing for certain categories of the population, including IDPs. In particular, they provide for the improvement of the mechanism of formation of such housing funds and their distribution. It is also proposed to expand the circle of persons with the priority right to be provided with housing from the housing funds for temporary residence. A conference-dialogue “Ensuring Access to Housing Finance for IDPs. Sustainable solutions”. During the event, the participants discussed the preferential mortgage lending program “Housing for Internally Displaced Persons”. This project is implemented by the Ministry of Reintegration and the State Agency for Youth and Housing with the financial support of the German Government through the German Development Bank KfW. The Ministry of Reintegration has allocated UAH 30.5 million to regional budgets to compensate institutions for accommodating IDPs. These are municipal institutions, state educational institutions transferred for funding from local budgets, and jointly owned institutions of territorial communities of the region and district managed by regional and district councils.
