The Ministry of Development discussed cooperation with the Council of Europe Development Bank

On 1 April 2025, Natalia Kozlovska and Maryna Denysiuk, Deputy Ministers of Communities and Territories Development, met with a delegation from the Council of Europe Development Bank (EBRD), headed by Christian Tabacaru, Director of the Lending and Social Development Department.

The parties discussed the implementation of the project ‘HOME: Compensation for Destroyed Housing’ project, as well as its continuation and the launch of a new IDP Lending project.

‘The support and assistance of the Council of Europe Development Bank in the restoration and reconstruction of Ukraine, in particular in the implementation of the HOME project, is very important for us. This cooperation allows us to provide housing for internally displaced persons, promote the integration of veterans into society and create the right conditions for the return of Ukrainians from abroad. It is also an important factor in strengthening European integration at the level of regions and communities,’ said Natalia Kozlovska.

Among the key achievements at this stage of the HOME project implementation is the effective use of a €100 million loan from the EBRD, which has significantly advanced the implementation of the compensation programme for destroyed housing and launched a mechanism for providing loans to IDPs.

Maryna Denysiuk highlighted the prospects for the development of housing programmes and existing compensation mechanisms, such as mortgages for IDPs, as well as the need to expand funding for them. She noted that the Ministry is working on new initiatives that will expand access to housing for Ukrainians.

‘We are grateful to the Council of Europe Development Bank, which will provide €50 million to launch an IDP lending programme. This will help more than 1,100 families who have lost their homes to purchase housing on favourable terms. This is another important step towards the stable recovery of the housing stock,’ the Deputy Minister said.

The terms of the new loan programme are the most favourable for IDPs among mortgage programmes in Ukraine. These will be concessional loans for IDPs with lower than average income, at 3% per annum with a minimum down payment. The average monthly payment will be around UAH 10 thousand.

Christian Tabacaru, Director of the Lending and Social Development Department, confirmed the EBRD’s readiness to further support Ukraine and expand cooperation. He stressed that the next steps will be to provide additional loans and grants for the implementation of new housing reconstruction projects. The Bank is also actively looking for additional sources of funding and is working on concluding relevant contracts.

Particular attention was paid to expanding possible areas of cooperation, in particular in terms of launching new municipal social housing projects.

Earlier, Oleksiy Kuleba, Vice Prime Minister for Recovery – Minister of Community and Territorial Development, spoke about the decisions approved by the Government to accelerate the implementation of programmes to compensate for destroyed housing and support internally displaced persons.

The HOME project was launched in 2024. The first Loan Framework Agreement for EUR 100 million was signed between Ukraine and the EBRD in June 2024 at the International Conference on Ukraine Recovery (URC 2024).
