When are the payments of accommodation allowance to internally displaced persons financed?

The Ministry of Social Policy transfers budgetary funds to JSC “Oschadbank” on the 15th and 28th of each month based on the list of internally displaced persons for the payment of accommodation allowance, compiled by the state enterprise “Information and Computing Centre of the Ministry of Social Policy of Ukraine”.

What documents are required to be submitted for the appointment/extension of payments?

You need to submit a passport, identification code, and a certificate from the Medical Service of Ukraine (for persons with disabilities). You may also need to submit a certificate of income, a certificate from your place of work or employment centre, a certificate of family composition, a certificate from the place of education of children stating that there are no places in kindergartens or that the education is conducted online, remotely (in full or in part), etc.

For how long are payments made?

Starting from 1 November 2023, the allowance will be granted for six months with the possibility of extending it for another six months for socially vulnerable families (automatically or upon application).

Where can I go if I do not receive a payment or the payment is not received in full?

In order to resolve the issue of assignment/cancellation or accrual/delay of IDP payments, you should contact the Department of Social Protection of the district where you are registered as an IDP, as it is the Department of Social Protection that maintains the registers of IDPs and accrues this type of assistance.

My husband is a law enforcement officer (military serviceman, employee of the National Guard, the Security Service of Ukraine, the Ministry of Internal Affairs, the State Special Communications Service, or other military formations established in accordance with the law). Will his income be taken into account when calculating the average monthly total income of the family (household)?

The average monthly total income of persons who take (took) direct part in the implementation of measures to ensure national security and defence, repulse and deter the armed aggression of the Russian Federation does not include the salary and other payments and types of social assistance provided by law for law enforcement officers (military personnel, employees of the National Guard, the Security Service of Ukraine, the Ministry of Internal Affairs, the State Special Communications Service, other military formations formed in accordance with the law).

To whom will the payment be assigned automatically?

The payment is automatically extended for a second six-month period:

  • orphans and children deprived of parental care and persons from among them under the age of 23, including those in family-type children’s homes and foster families, as well as foster parents, adoptive parents and guardians (trustees);
  • recipients of a pension that does not exceed four times the subsistence minimum for persons who have lost their ability to work as of 1 January of the year in which the decision to grant the benefit is made;
  • persons with disabilities of groups I or II, a child with a disability under the age of 18, a seriously ill child.
If a person has gone abroad or returned to the abandoned permanent place of residence, can he or she remotely notify the relevant authorised social protection body, ASC or authorised person of the territorial community at the place of registration?

Yes, you can notify through the Diia Portal or send an application using postal/electronic communication (if technically possible, with a qualified electronic signature based on a qualified electronic signature certificate).

Will the compensation for accommodation of IDPs (Shelter programme) be extended in 2025?

Starting from January 2025, the powers to award and pay compensation were transferred to the Pension Fund of Ukraine (PFU) at the expense of the state budget and other sources not prohibited by law (Resolution of the Cabinet of Ministers of Ukraine No. 1544 dated 31 December 2024).

Questions and answers on persons missing under special circumstances or persons in captivity
How are missing persons accounted for?

Information on military and civilian missing persons is entered and recorded:

  • in the Unified Register of Persons Missing in Special Circumstances, which belongs to the Department for Persons Missing in Special Circumstances (Secretariat of the Commissioner for Persons Missing in Special Circumstances) of the Ministry of Internal Affairs of Ukraine;
  • in the register of “Defenders” of the NEC (Ukrainian National Peacebuilding Centre), information from which is transferred to the Coordination Headquarters for the Treatment of Prisoners of War;
  • in the ICRC register (International Committee of the Red Cross);
  • in the register of the Coordination Headquarters for the Treatment of Prisoners of War.
Establishing the fact of captivity?

The status of captivity from any of the above registers can be changed after confirmation by the aggressor country through the ICRC. In addition, to establish the fact of being in captivity, a prisoner of war’s relatives (or an authorised representative) must fill out an application in the prescribed form. The following documents must also be attached to the application:

  • Documents confirming the citizenship of Ukraine of both the person deprived of personal liberty and the applicant;
  • Documents confirming the relationship between the person deprived of personal liberty and the applicant;
  • A certificate stating that the serviceman was/is in places of deprivation of personal liberty as a result of the armed aggression of the Russian Federation against Ukraine, indicating the period of stay in places of detention in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 55 dated 20.01.2023 (for the military);
  • Documents and/or information confirming the fact and circumstances of deprivation of personal liberty (for civilians):
  • an extract from the Unified State Register of Pre-trial Investigations (if there is a criminal proceeding against the person);
  • reports from the security and defence forces concerning the person;
  • documents and/or information confirming the fact and circumstances of the deprivation of personal liberty (for civilians, there are no restrictions on providing any evidence to confirm the deprivation of personal liberty, i.e. they can submit any documents they deem necessary).
  • Extract from the Unified Register of Pre-trial Investigations (if available);
  • Notification of the security and defence forces regarding the person (if any).

Note: Meetings of the Fact-Finding Commission shall be convened as necessary, but at least once a quarter.

Did you manage to establish the work of forensic medical examination and is there any reporting on the results?

Work is constantly underway to improve forensic medical examination, involving relevant institutions located abroad, and it is possible to contact the central NDECC directly regarding DNA identification and find out the decision on the results of the examination by phone: 044-374-34-61.

How is the search for missing persons carried out?

After the opening of criminal proceedings (entering data into the Unified Register of Pre-trial Investigations) on the fact of the missing civilian or military person, the police begin investigative actions, search operations and forensic examinations;

Search operations can also be conducted by mobile groups of the Armed Forces of Ukraine in the frontline areas;

On the temporarily occupied territory of Ukraine and the territory of the Russian Federation, the ICRC, at the request of the victim (relatives, authorised person of a missing person, prisoner of war/civilian), conducts search operations on the territory of the aggressor country.

Why does the status change from a prisoner to a search for a person?

If the status of a prisoner is confirmed according to the information obtained from open sources, then after conducting portrait and other examinations, law enforcement agencies may change the status in the CS register to search/wanted.

What assistance in the search for missing persons can we, as relatives, provide to the authorities to speed up the process?
  • Victims (relatives) have the right to submit evidence to the investigator that became known during the search for a missing person;
  • Apply for a portrait or other forensic examination, etc;
  • Talk to colleagues who serve in the same unit or participated in the hostilities during which the defender disappeared;
  • View photos, videos, and posts on Russian propaganda resources that contain information about Ukrainians who have been captured or killed;
  • Meet with former prisoners of war who have returned from captivity, talk to them, show them photos and videos of the wanted person;
  • Keep in touch and track the number in messengers to see if it is online.
