Oleksiy Kuleba, Vice Prime Minister for Recovery and Minister of Development of Communities and Territories of Ukraine, together with his team, met with representatives of the International Monetary Fund (IMF) mission. The discussion focused on the Ministry’s priorities for 2025 and attracting funding for projects. A special emphasis was placed on attracting funding for the restoration and development of affordable housing for internally displaced persons and critical infrastructure.
The meeting was also attended by First Deputy Minister Alyona Shkrum and Deputy Minister Maryna Denysiuk.
The IMF was represented by Uma Ramakrishnan, Deputy Head of the IMF’s European Department, Gavin Gray, Head of the IMF Mission to Ukraine, and Priscilla Tofano, Deputy Head of the IMF Mission to Ukraine, IMF Resident Representative.
‘It is important for us to accelerate the recovery process. Today, we have a large funding gap and need increased support from our partners. We are convinced that part of the needs can be covered by using frozen Russian assets. In particular, when we talk about rapid recovery, we are talking about energy, housing, and compensation.
At the same time, in the long term, it is important for us to develop a broader comprehensive approach to recovery. We are already talking about large infrastructure projects and a cross-sectoral approach to each type of territory.
We look forward to active cooperation with the International Monetary Fund to continue all important initiatives and thank you for all the work we have already done together to restore Ukraine,’ Oleksiy Kuleba said.
During the meeting, the parties discussed the following areas of cooperation:
- Affordable housing for IDPs and adaptation in new communities
На Today, there are 4.6 internally displaced persons in Ukraine. The Ministry’s goal is to ensure that economically active IDPs have access to affordable housing.
Alyona Shkrum noted that this is important so that Ukrainians in need can buy housing, rent housing or rebuild on their own with affordable loans or compensation.
One of these effective mechanisms is the state compensation programme eVodnovnennya, which is already showing good results. The State Agency for Youth and Housing is also implementing a separate programme of preferential lending for IDPs.
At the same time, the Ministry plans to continue working on this track and is working on a full-fledged comprehensive support programme for IDPs to help them adapt to their new location.
- Attracting investment through the PPP mechanism
Maryna Denysiuk stressed that cooperation with the private sector through the Private Public Partnership (PPP) mechanism could be key to Ukraine’s comprehensive reconstruction and the implementation of large projects.
The Ministry is already preparing PPP projects and plans to present the results of this process to the Ukraine Recovery Conference (URC) to be held in Rome this July.
These projects include concession projects in the port of Chornomorsk and a road concession project managed by the Recovery Agency. Work on the National Tolling System project is also expected to be completed.
The PPP is expected to attract investments for the development of social housing for IDPs.
