Compensation for internally displaced persons and residents of frontline territories has been launched under the eOselya programme

Starting today, 10 September 2025, as part of a comprehensive programme to support frontline regions, an updated mechanism for supporting the eOselya programme will come into effect. This involves compensation from the state for internally displaced persons and residents of frontline regions.

“The launch of compensation under the eOselya programme for internally displaced persons and residents of frontline regions is an important part of the comprehensive programme to support these territories. This is not only assistance to people with housing, but also an investment in the restoration and development of communities that have been under the greatest pressure of war for many years,” emphasised Deputy Prime Minister for the Restoration of Ukraine, Minister of Community and Territorial Development Oleksiy Kuleba.

Who is eligible for support

Internally displaced persons and people registered in the frontline region are eligible to participate in the programme if they or their family members do not own housing in the territory controlled by Ukraine (except if such housing is located in the occupied territory, in territory where hostilities are ongoing or in territory of active hostilities where state electronic services are operating) and have not disposed of their housing in the last 36 months.

The list of territories where hostilities are (were) ongoing or temporarily occupied by the Russian Federation has been approved Order of the Ministry of Development No. 376 dated 28 February 2025 (constantly updated)

All participants must meet the conditions of the eOselya programme.

Compensation amount

  • 70% of the initial deposit (but not more than 30% of the cost of the property);
  • 70% of the monthly payment during the first year (but not more than UAH 150,000 of the total annual payment);
  • up to UAH 40,000 for related expenses (commissions, fees, insurance).

Housing requirements

Maximum housing cost — up to UAH 2 million.

For IDPs — housing no older than 20 years

For residents of frontline territories, the current rules of eOselya apply:

  • no older than 20 years for privileged categories and veterans in Chernihiv, Sumy, Kharkiv, Zaporizhzhia and Kherson regions;
  • no older than 3 years — for housing outside these regions.

How to receive compensation

  1. Submit an application for eOselya in the Diya app.
  2. Receive a positive decision and select a bank to receive a loan.
  3. 3.Provide the bank with the necessary documents and an application for compensation from the state.
  4. The bank forwards the application to the Pension Fund of Ukraine.
  5. The Pension Fund checks the submitted data for compliance with the terms of the compensation programme.
  6. After confirmation, you can apply for a loan with compensation.

The updated eOselia mechanism is an important element of a comprehensive programme to support frontline regions. It gives people the opportunity to return to normal life and provides regions with new resources for economic growth and infrastructure reconstruction.

Over the next few days, the Pension Fund of Ukraine and partner banks are to sort out how they’ll work together. After that, people will be able to use the compensation programme as part of eOselya.
