Frontline regions are in the focus of the Coordination Headquarters for Physical Protection of Infrastructure, – Oleksiy Kuleba

On November 18, another Coordination Headquarters meeting on the physical protection of critical infrastructure was held.

Координаційний штаб об’єднує роботу структур, що відповідають за енергетику, транспорт, воду, тепло і зв’язок: Міненерго, Укренерго, Нафтогазу, ЦОВВ, обласних військових адміністрацій та операторів критичної інфраструктури. 

З середини жовтня Агентство відновлення координує будівництво захисту на понад 100 обʼєктах критичної інфраструктури. В пріоритеті — прифронтові регіони. 

Учасники засідання прозвітували про результати роботи упродовж місяця. Спільно з військовими інженерами ЗСУ та Міністерством оборони України вже розроблено та затверджено 16 типових інженерних рішень для захисту обʼєктів критичної інфраструктури. Такі проєкти зможуть використовувати всі балансоутримувачі, враховуючи місце розташування та наявність постачальників матеріалів поблизу.  

Для формування прозорих цін здійснено роботу з ринком виробників. Проведено відкриті консультації з 70 українськими заводами, за результатами яких відібрано основних постачальників та забезпечено моніторинг вартості будівельних матеріалів. Також вже розроблена система контролю закупівель.

“Work on the construction of defenses is already underway on the ground. Teamwork between the state, communities, and the military forms the resilience of critical infrastructure. It is important for us to ensure transparency of all processes. Therefore, the Recovery Agency has developed a reporting system for the public and partners. Today, during a staff meeting, we approved the creation of an information dashboard, where we will highlight all data on the procurement of materials for the construction of protective structures. We will publicly present this dashboard one of these days,” emphasized the Deputy Prime Minister for Recovery of Ukraine – Minister of Development of Communities and Territories of Ukraine Oleksiy Kuleba.

Among the important things is the safety of builders on the ground. Algorithms for work in front-line regions have been developed for the safety of people, as well as a mechanism for 24-hour work.

“We visited urban infrastructure facilities in communities with designers and the Armed Forces. Separate solutions have been developed for their protection: water, heat are also critical infrastructure. In addition to project development and actual construction, there is constant monitoring of the operational situation and the processes of building protection. This is a team effort: the Ministry of Development, the Recovery Agency, the Armed Forces of Ukraine, the Ministry of Energy, the State Emergency Service and other services. The matter is important, the deadlines are tight. Thank you to everyone who works,” said Serhiy Sukhomlyn, head of the Recovery Agency.

It should be noted that physical protection of facilities is one of the elements of a comprehensive system of protection measures. They include mobile fire groups, the use of electronic warfare, air defense, and the last frontier – the construction of a physical barrier against air strikes by enemy drones.

“Of course, engineering protection can guarantee the safety of facilities only if other systems work with it in a complex. The protection of elements always begins with an assessment of the criticality of both the facility and each of the elements that it consists of. First of all, it is important to protect those facilities that are expensive and take a long time to restore, and the functioning of the community depends on them. It is also necessary to constantly improve engineering protection and monitor its condition, as well as timely repairs after damage,” noted the military engineer of the Armed Forces of Ukraine, Denys Mykhaylovsky.

It is also important to note that the aggressor country is constantly changing the tactics of attacks on critical infrastructure. Since September, it has begun to target small critical infrastructure facilities.

“The enemy is changing the tactics of strikes. If earlier the focus was on large facilities, now it is massive strikes against peripheral infrastructure, and not only energy, but also logistics, production, and civilian life support systems. Especially “They are attacking frontline territories,” said Artem Bilyk, a military engineer of the Armed Forces of Ukraine.

Recall that the Coordination Headquarters is a temporary consultative and coordinating body established by the decision of the Cabinet of Ministers of Ukraine on October 18, 2025. The Headquarters ensures the interaction of all participants in the critical infrastructure protection process. The Coordination Headquarters will continue to focus on the rapid and effective construction of protective structures for key critical infrastructure facilities.
