“The Shelter” is a social project aimed at providing temporary housing for Ukrainians who were forced to move from the war zones.
The project was launched in March 2022, thanks to the support of caring Ukrainians, and is the largest in terms of providing housing for internally displaced persons.
In order to support household owners willing to provide free accommodation for internally displaced persons and persons whose housing was destroyed or unfit for living as a result of hostilities caused by the military aggression of the Russian Federation, the Government approved the Procedure for Compensation of Expenses for Temporary Accommodation (Stay) of Internally Displaced Persons, which defines the mechanism for compensation of expenses related to free temporary accommodation (stay) of internally displaced persons.
From June 2023 to December 2024, the Ministry of Reintegration was designated responsible for the implementation of this Procedure. The State Enterprise ‘Reintegration and Restoration’ is the technical administrator for the implementation of the compensation mechanism. The project’s financial support partners were the Red Cross Society in Ukraine and the United Nations High Commissioner for Refugees.
In 2024, the Shelter project reached an average of nearly 155,000 IDPs and more than 61,000 households hosting IDPs on a monthly basis.
Over the entire period of the Shelter programme, financial support has been provided in the amount of more than UAH 4 billion.
Starting from January 2025, the Ministry of Social Policy and the Pension Fund of Ukraine are implementing a mechanism for compensating persons who temporarily accommodate internally displaced persons in their residential premises for the costs associated with the free temporary accommodation (stay) of internally displaced persons (hereinafter referred to as compensation) and paying such persons the relevant funds from the state budget and other sources not prohibited by law.
The powers to award and pay compensation were transferred to the Pension Fund of Ukraine.
Starting from 1 January 2025, the payment of compensation will be automatically extended for 6 months (based on the lists submitted by the Ministry of Communities and Territories Development to the Pension Fund of Ukraine).
