The number of people evacuating from Donetsk and Dnipropetrovsk regions has increased over the past few weeks. An additional transit point has already been opened in Kharkiv region to help relieve the main one in Pavlohrad. A new transit point is also being set up in Volosko. Separately, regions are preparing additional accommodation for evacuees.
The Ministry of Development is also working on reformatting temporary accommodation points. The plan is for people to stay at transit points for no more than one day and then quickly move further into the country. This was announced by Deputy Minister of Community and Territorial Development Oleksiy Ryabikin during a joint briefing with representatives of the Ministry of Social Policy, the Ministry of Internal Affairs, regional military administrations and civil society organisations.
The briefing was also attended by Oleksiy Sergeyev, Deputy Minister of Internal Affairs of Ukraine, and Tetiana Kirienko, Deputy Minister of Social Policy, Family and Unity. Representatives of the Donetsk and Dnipropetrovsk Regional Military Administrations, as well as the Kyiv, Rivne and Kharkiv Regional Military Administrations — the regions that are currently actively receiving people evacuated from dangerous areas — also joined the briefing.

“The load on the transit point in Pavlohrad has increased sharply due to the intensification of hostilities. We are working to ensure that people evacuating from dangerous regions understand where they are going and do not stay at transit points for more than a day,” emphasises Deputy Minister of Community and Territorial Development Oleksiy Ryabikin.
The Ministry of Development, together with the OVA, has opened a new centre in Lozova, Kharkiv region, which can currently accommodate 250 people per day (with the possibility of expanding to 500 people). In its first three days of operation, it has taken in 222 people, including 23 with reduced mobility and 39 children.
A centre in Volosky, Dnipropetrovsk region, is also starting to operate. The new centres provide comprehensive assistance, including financial, humanitarian, medical, legal and psychological support.
In the Kyiv and Rivne regions, temporary accommodation for two thousand people is already ready. By the end of the month, at least 30,000 places for long-term accommodation will be prepared in 15 regions and in Kyiv, including places for people with reduced mobility.

“Currently, the Ministry of Development is preparing a regulatory act that will determine who is responsible for each stage of evacuation: from local authorities to central executive authorities. These algorithms already work, but there is a need to improve the coordination of the evacuation process. The relevant document will be submitted to the government for consideration in the near future,” adds Oleksiy Ryabikin.
According to Tetiana Kyrienko, the government has allocated another billion hryvnias for the creation of temporary housing specially equipped for citizens with limited mobility. In addition, local authorities can use the remaining funds from local budgets to purchase or rent housing for IDPs. Changes are also being developed to simplify the housing rental compensation programme.

Oleksiy Sergeyev says that the National Police and the State Emergency Service have created 51 specialised evacuation teams working in hot spots. They are equipped with armoured vehicles, medical supplies and the necessary equipment for transporting people with reduced mobility.
Meanwhile, the Ministry of Social Policy, Family and Unity is working to ensure that people with reduced mobility who need medical assistance or specialised care are immediately transported from transit points to medical facilities.

For reference. From the beginning of June to the morning of 21 August 2025, 52,573 people were evacuated from Donetsk and Dnipropetrovsk regions. Another 249,086 people still need to be evacuated, including 2,026 people with reduced mobility and 18,099 children.
