Annual and one-time payments for families of prisoners of war and those released from captivity

The state provides social, legal, and financial support to Ukrainians who have been held captive or to the families of those who remain in Russian captivity. Below, we describe the payments that those released from captivity and the families of captives can receive.

One-time cash assistance to those released from captivity in the amount of UAH 100,000

It can be received in person by those released from captivity (military or civilian) after the fact of captivity has been established.

To receive the payment, you must submit a corresponding application to the Ministry of Development.

This can be done online on the website of the Ministry of Development or on the website of the National Information Bureau.

The following copies must be attached to the application:

identity document

taxpayer registration number

bank account details.

Annual financial assistance

The amount is 100,000 UAH, paid annually, once a year, for the year in which the person was/is in captivity

The following persons are eligible to receive it:

those released from captivity – for each year spent in captivity (except for the years for which their family member received assistance);

family members of persons who are still in captivity.

If a person submits an application in person after release from captivity, the application is filled out using the form, and copies of the following are attached:

identity document

taxpayer registration number

information or documents confirming the fact of deprivation of personal liberty for each year for which the person is applying for assistance

a certificate with bank account details.

Applications can be submitted on the website of the Ministry of Development or the National Information Bureau.

One-time financial assistance in the event of the death of a person who was in captivity

This assistance also amounts to UAH 100,000 and is paid by the state if the person died:

while in captivity;

within a year after release from captivity due to injuries, concussions, illnesses, etc. related to captivity.

Family members, parents, or dependents of a person who died or perished can receive the payment. To do so, they must submit an application on the Ministry of Development website.

Documents required:

Completed and signed application form

Document confirming the applicant’s identity

Document confirming family ties

A copy of the death certificate or a copy of an extract from the State Register of Civil Status Acts of Citizens on the state registration of death

A copy of a certificate confirming the death of a person released from captivity, in respect of whom the fact of deprivation of personal liberty as a result of armed aggression against Ukraine has been established, as a result of injury, concussion, mutilation, illness, or accident related to the person’s stay in places of detention, in accordance with form 106/o established by the Ministry of Health

certificate with bank account details.
