Compensation under the eRecovery programme for internally displaced persons: how to take advantage of the programme

The state compensation programme eRecovery has been operating for over two years and has become the main tool for providing housing to Ukrainians whose homes have been damaged as a result of Russian aggression. It provides payments for both the repair of damaged homes and the purchase of new homes to replace those that have been destroyed.

In total, 140,000 Ukrainian families have received compensation under the eVidnovuvannya programme.

In 2025, the new team at the Ministry of Development focused primarily on providing priority access to the eVidnovuvannya programme for internally displaced persons. To this end, the government allocated an additional 15 billion hryvnia. This has already enabled around 7,800 IDP families to purchase housing in safer regions. By the end of the year, around 3,000 more families will be able to receive such funding.

To take advantage of the compensation programme for IDPs, it is necessary that:

  • the destroyed dwelling was the only property owned by the applicant and was located in the territory controlled by Ukraine;
  • the ownership of the destroyed dwelling was registered in the State Register of Property Rights;
  • the applicant had a valid certificate of internally displaced person.

As a reminder, the mechanism for receiving assistance for destroyed housing within the framework of eRecovery is as follows:

  1. First, submit an information report about the destruction of your home in the Diya or administrative service centre mobile app.
  2. Submit an application for compensation in the Diya or administrative service centre mobile app.
  3. Wait for a special commission to conduct an investigation and decide on the amount of compensation.
  4. Receive a certificate for the purchase of new housing.

Also this year, the Government adopted a resolution approving a new housing programme developed by the Ministry of Development for IDPs from temporarily occupied territories. Previously, families from TOT could not receive compensation due to the impossibility of conducting surveys. Now the state is offering a new mechanism. In the first stage, support will be provided to about 3,700 IDP families with a combatant or a person with a war-related disability. They will receive housing vouchers worth up to UAH 2 million. This is the start of the programme, and work is already underway with international partners to attract additional resources so that all families from TOTs receive compensation.

The resolution will come into force two months after its publication. The Ministry will provide additional information about the start of the application process.
