Construction of a residential neighbourhood in Hlevas: memoranda on new housing programmes for IDPs signed at URC2025

New agreements on housing policy development were reached at the URC2025 International Conference on the Reconstruction of Ukraine in Rome. The Ministry of Community and Territorial Development of Ukraine signed two memoranda of cooperation with the Charity Hansen Ukrainian Mission charity organisation and the European Bank for Reconstruction and Development.

The focus is on launching housing initiatives for people who have lost their homes due to the war and developing mechanisms for scaling up such solutions in communities across the country.

The first memorandum concerns the implementation of a housing complex in the village of Hlevakha in the Kyiv region. In cooperation with the Hansen Mission in Ukraine Foundation, the construction of nearly 700 apartments for internally displaced persons is beginning. All apartments will be fully ready for occupancy. The project also includes a school, a kindergarten, a community development centre, sports infrastructure, landscaping and external communications. A lease-to-own model has been established, with the possibility of transferring ownership after several years of residence.

The second memorandum was signed between the Ministry of Development, Hansen Mission in Ukraine, and the European Bank for Reconstruction and Development. Under this tripartite agreement, the parties will work to create new housing mechanisms, support communities in implementing projects, and attract funding and technical assistance. The document formalises joint work in this area at the national level.

Together with Hansen and the European Bank for Reconstruction and Development, we have signed a memorandum on the creation of new models of affordable housing. The memorandum formalises our joint work in this area throughout the country,” said Deputy Prime Minister for the Restoration of Ukraine — Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba.

The Charity Hansen Ukrainian Mission Foundation has already implemented housing complexes in Tarasivka, Sofiivska Borshchahivka, Kolonshchyna, Moshchun, and Andriivka. More than 2,400 families have been provided with housing. The new project in Hlevakha is a continuation of this work.

The Ukraine Recovery Conference (URC 2025) is the next important step in a series of international events in support of Ukraine’s recovery, which began in Lugano (2022) and continued in London (2023) and Berlin (2024). These conferences have become a symbol of sustained international solidarity and practical assistance to Ukraine in the face of full-scale aggression by the Russian Federation.

The conference will be attended by over 4,000 representatives of governments, business and civil society: heads of state and government of over 100 countries and international organisations, senior European Union officials, the US Special Representative for Ukraine, high-ranking representatives of the governments of Austria, Great Britain, Denmark, Libya, Malta, the Holy See and other countries, ministers of foreign affairs, economy, finance and energy from various countries around the world – from Europe to Latin America, representatives of international organisations, financial institutions, business associations and civil society.

URC2025 should become not only a conference on reconstruction and recovery, but also a symbol of the irreversibility of Ukraine’s European path and the shared responsibility of all democratic partners for the security and prosperity of the European continent.
