
On 15 July, the Cabinet of Ministers of Ukraine approved a draft resolution approving the use of a €50 million loan from the Council of Europe Development Bank (CEB). These resources will be used to provide preferential mortgage loans to internally displaced persons for the purchase of housing. The adoption of the document expands the already successful preferential mortgage programme, which operates thanks to grant funds from the Kreditanstalt für Wiederaufbau (KfW).
50 million euros will enable more than 1,100 preferential mortgage loans to be granted to IDP families. The mortgage terms include a fixed interest rate of 3%, a repayment period of up to 30 years, and the option to apply via the Diya portal.
“Thanks to the support of the Council of Europe Development Bank, we can significantly expand the programme of preferential mortgage lending for internally displaced persons. This is a real tool for thousands of families who have lost their homes due to the war to finally obtain their own housing on transparent and affordable terms. This decision is another step towards restoring justice and people’s confidence in their future,” emphasised Deputy Prime Minister for the Restoration of Ukraine – Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba.
As a reminder, on 27 May 2025, Ukraine and the CEB signed a €50 million agreement to provide housing for IDPs.
