
The state compensation programme eRecovery has been operating for over two years and has become the main tool for providing housing to Ukrainians whose homes have been damaged as a result of Russian aggression. It provides payments for both the repair of damaged homes and the purchase of new homes to replace those that have been destroyed.
As of 22 September, 134,771 Ukrainian families had received compensation under the programme, totalling 45.3 billion hryvnia.
Payments for damaged homes were made to 110,909 families in the amount of 10.8 billion hryvnias.
For destroyed homes, 23,862 housing certificates were issued in the amount of 34.5 billion hryvnias. Thanks to this, 15,609 families have already been able to purchase new homes.
In 2025, the new team at the Ministry of Development focused primarily on expanding the eRecovery programme to support internally displaced persons. The government allocated an additional 15 billion hryvnia for the new mechanism. This has already enabled 7,321 IDP families to purchase housing in safer regions. By the end of the year, another 3,000 families will be able to receive appropriate funding.
This year, the government also adopted a resolution approving a new housing programme developed by the Ministry of Development for IDPs from temporarily occupied territories. Previously, families from TOT could not receive compensation due to the impossibility of conducting a survey. Now the state is offering a new mechanism. In the first stage, support will be provided to about 3,700 IDP families with a combatant or a person with a war-related disability. They will receive housing vouchers worth up to 2 million hryvnias. This is the start of the programme, and work is already underway with international partners to attract additional resources so that all families from TOTs receive compensation.
In 2025, new tools were introduced as part of the standard eRecovery mechanism. Remote surveys were introduced for families whose homes remained in areas of active or potential combat operations. Commissions can confirm the fact of destruction using satellite images, UAV materials, photos and videos from owners, as well as reports from the State Emergency Service and the police. This allows people to obtain a certificate for housing without travelling to dangerous areas.
Another new direction this year is payments for reconstruction on one’s own land plot. Already, 663 families have received the first tranches totalling over 805 million hryvnias.
Thus, eRecovery is expanding and reaching more and more people who have lost their homes due to the war. In 2025, special attention will be paid to internally displaced persons. The Ministry of Development is constantly working to make support programmes more accessible.
At the same time, the eOselya programme for internally displaced persons and residents of frontline regions will be launched. The mechanism provides for compensation for part of the costs of purchasing housing. The state will cover the most difficult payments: it will compensate 70% of the initial deposit, but no more than 30% of the cost of the home; during the first year, it will reimburse 70% of the monthly payment, up to a total of 150,000 hryvnia; it will additionally cover up to 40,000 hryvnia for commissions, fees and insurance. The cost of housing that can be purchased is up to 2 million hryvnias.
The Ministry of Development is also launching an experimental project that creates a model of municipal rental housing in Ukraine for the first time. This housing will be built for internally displaced persons at the expense of local budgets, loans and grants, will remain the property of the community and will be leased at a fixed price – approximately 5,000 hryvnias for a one-room apartment.
Another new project is the construction of a residential neighbourhood for internally displaced persons from Mariupol in Bila Tserkva, a city that has all the necessary conditions for the integration of families who have lost their homes due to the war. The construction is planned to be funded by the Mariupol City Council. The model will then be scaled up to other communities.
