On 22 August, a meeting of the Coordination Headquarters for Evacuation Measures and Effective Response to Mass Population Displacement was held. The meeting was attended by Deputy Prime Minister for the Restoration of Ukraine – Minister of Community and Territorial Development Oleksiy Kuleba and Deputy Minister Oleksiy Ryabikin.

During the meeting, the regional administrations of Kharkiv, Donetsk, Dnipropetrovsk, and Kherson reported on the security situation and the need for and status of population evacuation. From 1 June to 22 August 2025, more than 64,000 people were evacuated, but about 237,000 people still need to be evacuated — these are people who continue to live in dangerous areas, including almost 17,200 children.

The transit point in Pavlohrad is one of the key points for evacuation. For example, on 21 August, 233 people passed through this point, and as of the morning of 22 August, 91 people remained there.
A new point is also operating in Lozova in the Kharkiv region, and another one is starting to operate in Voloske in the Dnipropetrovsk region.
The transit point in Lozova can accommodate 244 people, and in three days of its operation, 224 people have already received comprehensive assistance at this point. This includes cash payments (10,800 UAH), food and hygiene kits, as well as medical, psychological and legal support. Yesterday morning, there were 17 people at the transit point. All the others have travelled deeper into the country to temporary accommodation.

“Each region from which evacuation to safer regions is carried out has a partner — a receiving region. Currently, Rivne, Kirovohrad and Kyiv regions are already receiving evacuees. Vinnytsia and Poltava regions are preparing to receive internally displaced persons if necessary. We are reformatting the work of transit points so that they perform only a temporary function and people can move to safer regions within 24 hours,” Oleksiy Kuleba emphasises.
Evacuation trains with additional carriages continue to run. Since 15 August, more than 430 people have been evacuated to Kyiv, Lviv and Rivne, with further routes already planned and additional evacuation carriages allocated.

Ukrzaliznytsia will work on expanding evacuation routes: trains may depart from Pavlohrad and Dnipro to Poltava, Odesa, Cherkasy, and Kirovohrad.
The Ministry of Social Policy, Family and Unity is working on organising temporary accommodation for 2,000 people with reduced mobility. In addition, it is necessary to provide direct transport for people with reduced mobility who need medical assistance from evacuation points to specialised hospitals.
