Residents of frontline communities will receive their first payments and services before the start of the heating season, says Oleksiy Kuleba

The government has established fast and transparent mechanisms to ensure that assistance under the Frontline Regions Support Programme reaches people without delay. This was announced during a telethon by Deputy Prime Minister for the Restoration of Ukraine — Minister of Community and Territorial Development Oleksiy Kuleba.

According to him, the first package of the Programme covers 238 communities in 10 regions, home to 6.6 million people. The focus is on direct payments for winter preparations, affordable housing, support for the local economy, and the development of security and medical services.

Among the main steps that people will feel in the coming weeks are:

  • a one-time allowance of UAH 19,400 for the purchase of solid fuel and monthly compensation for the cost of 100 kW of electricity during the winter period;
  • launch of the ‘eOselia’ preferential mortgage programme with compensation of 70% of the initial deposit and payments in the first year, as well as an additional 40,000 UAH for registration;
  • expansion of the ‘eRecovery’ programme for owners of damaged or destroyed housing;
  • free hot meals for primary school pupils throughout the country and secondary school pupils in frontline and border regions;
  • construction of shelters and protective structures in communities at greatest risk this autumn.

Separately, the Deputy Prime Minister for Recovery announced the preparation of the second package of the Programme, which is planned to be presented by the end of the month. It will provide new incentives for business, investment guarantees, continued infrastructure recovery, higher salaries and pensions for workers in critical sectors, and additional programmes for vulnerable groups.

‘The goal of the Programme is to minimise the time between the Government’s decisions and the receipt of assistance. People will feel the first payments and services before the start of the heating season,’ emphasised Oleksiy Kuleba.
